At what stage of development does my idea need to be?

Project ideas can either be new ideas with the goal of concretization or  methods that already work and were proven helpful and useful at one point and now want to move to the next level. Tried and tested ideas or methods by existing organizations may not have been in implementation for longer than two years at the time of submission.
